The City of Oulu: Value based procurement model for ambulatory care center services

The project included creating an incentive bonus model for those working at the ambulatory care center in the City of Oulu. The aim was to encourage the service provider to act in an economically optimal manner in regards to the patients, and the social and health care system as a whole. A value-based procurement model seeks to reduce sub-optimisation between the private service provider and the rest of the social and health care sector, to introduce incentives that encourage preventive work, and to control the growth of the overall social and health care costs.

The incentive is paid from the savings achieved in other social and health service units. The incentive is also subject to quality criteria including, for example, service accessibility, customer satisfaction, and the registering of the reasons for visits. The project also included incentive calculations in 2010-2014.
